Connecticut currently has the largest achievement gap in the country-the greatest educational disparity between minority and white students as well as between low-income students and their more affluent peers. Evidence of the gap appears in fourth-grade reading test scores-but factors leading to underachievement are in place long before children reach fourth grade.

Research shows that high-quality learning programs for children from birth to age five yield high returns.
