The state has left the decision on whether or not a town hosts a retail location for recreational marijuana to each town’s zoning authority, or after a required number of valid signatures on a petition, by referendum on a regular November election ballot, which is past due for this election season. Before unilaterally deciding the fate of marijuana sales in Windsor, the Town Planning and Zoning Commission wants to hear from a cross-section of residents and business owners on if and where recreational and medical marijuana should be sold. They are holding a public workshop at their regularly scheduled hybrid meeting at 7:30 p.m. on Tuesday November 9, 2021 in the Town Hall Council Chambers at 275 Broad Street, by phone or online through Zoom (see instructions below). To manage expectations for this workshop, we will try to limit the discussion to the right to sell marijuana in Windsor and where it may be sold if allowed. Production of medical and now recreational marijuana and its conversion into edible products is already an allowed industrial use limited to secure indoor facilities in our industrial zones and subject to strict rules by the CT Department of Consumer Protection. Retail locations are required to be discrete, with no products or paraphernalia visible from outside the establishment or portrayed in their signage. The new law also allows each adult to grow up to three plants for their own personal use, regardless of whether sales are prohibited in town; the TPZC has no control over where marijuana is smoked, and no town agency can ban its use in town, so strictly regulating or banning its sale altogether will not curtail its use in town. Finally, the TPZC will take any comments into consideration and direct staff to develop regulations to be presented at a subsequent public hearing, where they will again consider public input before approving any regulations to allow or prohibit sales.
