Connecticut Comptroller Kevin Lembo has unveiled legislation, currently before the state Senate, to allow businesses with 50 employees or fewer (and nonprofits of all sizes) to buy into the state's group medical plan, and provide additional state subsidies to make individual exchange plans more affordable. This plan has aroused controversy and passionate debate.
