Curbside Recycling Contract Out For Bid
The town of Windsor's current curbside recycling contract expires at the end of June 2014. Staff has developed a solicitation process which calls for vendor proposals to be submitted at the end of January.

We are requesting proposals for the continuation of a manual collection system as well as implementation of an automated collection system during fiscal year 2014-15. The request for proposals is asking for a multi-year contract of at least 5 years in length.

The solicitation includes a request from vendors for prices related to the automated collection program with two main alternatives: 1) where the town
purchases the rolling carts, and 2) where the vendor purchases the carts.

The solicitation is structured in this manner to see how much could be saved annually with the town making the financial outlay for the rolling carts
versus the vendor.

The solicitation calendar calls for staff review of proposals in February and a staff recommendation to Town Council in March prior to the beginning
of the budget review process.
